in trying to solve your original problem, iscsi-ha was disabled on the slave. Did you by any chance also run the same commands on the master (which would disable iscsi-ha at startup)?

No, I left the master alone while I tried sorting out the slave. VMs were operating fine on the master until the power cut.

check "Enable multipathing" on primary and secondary
