actually it's enabled from the "ha-cfg" cli OR XenCenter

CLI:
"ha-cfg status" will give you current status and option to toggle on/off

XenCenter:
See section 7 of the HA-Lizard Admin Guide

Hrm ok...

I had the HA enabled from within XenCenter, but "ha-cfg status" reported that it was disabled.

I've enabled it via "ha-cfg status" and it's on now... Curious why it wouldn't report back to ha-cfg...

But in XenCenter it doesn't list HA as being enabled and gives me the option to enable it ...

Did you follow the instructions in the previous response (section 7 of admin guide) or did you turn on XenServer HA?

HA-Lizard is a complete HA stack on its own (does not use XenServer HA at all). If you turn on XenServer native HA - we will detect that conflict and disable HA-Lizard.

I've disabled the XenCenter HA function, as I was reading the guide.

I only have ha-cfg running the HA functions now.

That is the HALizard HA, correct?

Yeah I'm an idiot, the XenServer HA was disabling the HA from HALizard, causing a delay in the startup apparently, as with HA disabled from within the XC GUI the second host came right up.

It's OKAY you can tell me to RTFM.
