Please check the following on your master and post your results:

service ha-lizard status
ha-cfg status

if the above is OK (meaning running and enabled) then post the log output from the master after removing power from the slave. A copy of your ha-lizard configuration would also be helpful

HA-Lizard and XenServer HA can both be enabled from XenCenter, so it is unclear which you are referring to. Ensure that the following is true if you are building the system described in our How-To:

HA-Lizard should be enabled
XenServer HA should be disabled

HA-Lizard Version 1.7.8 (expected release next week) prevents enabling both XenServer and HA-Lizard HA. In the meantime, you will will to ensure that only HA-Lizard is enabled.

i am pretty sure that both are running and enabled i will verify and provide an output of the logs from the master. Which logs do you want?

I have built to the How-to
Thank you for confirming that Xenserver HA should be disabled

iscsi-ha and ha-lizard logs would be ideal just in case there is an issue with the storage layer preventing the VMs from starting.

Yes - VMs should automatically start on the surviving master in your test scenario.

If you have not done so already, consider enablimg email alerts. There are several emails that would be sent in the event of a failure and may clue you into what is going on.
