Yes - you can mount an outside iscsci SAN, but it will not be managed by ha-lizard/iscsi-ha.. It will be a regular XenServer SR.

Can be the iscsi target created with 2-node ha-lizard cluster viewed and used as a SR from another host?

Yes - it looks just like any other iscsi SAN. You must target to the shared/floating IP which is managed by ha-lizard/iscsi-ha.

Be aware though, the reference design we publish has the iscsi interface on a compeltley closed LAN so that there are no HW devices between the hosts (stright ethernet cable connectivity). If you need to expose this to an outside device you may need to put a switch on the replication/iscsi interfaces which creates another point of failure.
