Default settings use a well known public IP address. This is NOT meant for production. You should change the IP to an interface that is very close to the management interfaces of the hosts, preferably on the same subnet so that no routing is required to reach the heuristic IP. Ideally, this would be the IP address of a switch or router that the hosts are connected to.

From the CLI of either host, issue the following command to change the configured IP. The setting will automatically propagate to all hosts in the pool. Also, the configured IP must respond to ping.
ha-cfg set fence_heuristics_ips <ip_address>
